Rafaela “Sloopie” Evans (nee Rivera), 70, of Philadelphia died unexpectedly on November 26, 2021.

Rafaela’s loss was completely unexpected and the family is shocked and deeply saddened.

Rafaela was born on August 15, 1951 to Dolores Rivera De Jesus and Francisco Rivera in San Lorenzo Puerto Rico. Rafaela moved to Philadelphia as a small child. She attended Hallahan Catholic High School for Girls. Rafaela started her career as a Healthcare Administrator and worked at St. Mary’s Hospital, Delaware County Memorial Hospital and Presbyterian Hospital.

She changed her career path and worked for the Commonwealth of Pennsylvania’s Unemployment Office then the Department of Welfare where she retired in 2013 as an Assistant District Administrator. Rafaela was a mentor to many in her career and was also a valued member of her community.

Anyone who knew Rafaela, knew of her as a loving woman who had an immense love for her family. Rafaela’s family and friends will miss her more than words can say.

Rafaela is survived by her children Yvonne Sullivan (Robert), and Brian Evans (Pamela); her grandchildren Daniel, Alexis, Sierra, Arryana and Brianna; her great-grandchildren Emma, Isabella, and Trey. She is also survived by 2 brothers, Johnny and Francisco (Ricky), and 3 sisters, Toni, Connie and Mary and many nieces and nephews.


Friends and Family are invited to her funeral is Friday, December 3, 2021.

    I do not have adequate words to express how saddened and heartbroken am at the loss of my dear sister friend. The care and love for her family and friends was immeasurable and incomparable. She was not just an amazing woman, she was also a warrior, advocate, comforter, healer and the most real person I was ever gifted to know. Her children and grandchildren were her life. Rest well in Gods embrace my friend.

    It was devastating to hear about Ms. Evans’ passing. I first met her when I was promoted and assigned to Alden district. She quickly became a great friend! She encouraged those that wanted to move up and grew their talents in preparation. We also worked together in Glendale and Boulevard district. I miss our time together with our “lunch crew”! Rafaela was warm-hearted and treated everyone like family. Speaking of family, let me tell you her love for her family was something fierce! Her heart was huge and she will be dearly missed! Just know that you now have a guardian angel! Praying that she Rest In Peace. Love you!! 👼

I just want to say that even though I barely seen titi I loved her so much😔she was always happy and loving/caring.she would walk in and always say something funny and just have you laughing I’m gonna miss that🥺titi was a beautiful person inside and out😪I still can’t believe she’s no longer with us.we are all gonna miss that beautiful smile titi I love you so much and I will never forget you we will all keep your memory alive💔Rip titi till we meet again your niece mari 🙏🏻💔😪

    You always called me you life long friend and I always thought the same about you. I am so very sorry to hear about your passing this world will never be the same. We had some good times I had the Monte Carlo more than you and it was your car. You were always there for me when I needed it you my friend. You mother treated me like one of her own. From the readings I have seen everyone is saying just how true you were. Family and friends always came first. We sent up a play date but didn’t get to do it. I promise when we meet up we will do that. I am very sad and heartbroken you were a true Angel down here. There was a reason for that Ralph it was your kind.. caring.. loving ways. You didn’t judge you gave people a chance and they got the chance to be your friend. I was a very lucky one I choose you as my maid of honor and you accepted. You’ll always be in my heart😢😢😢😢 I will never ever forget you my friend. Play date when we meet again and we will. Give your mom hugs and kisses from me.

    To say that Ms Evans was a mentor, a listener, a friend, a mom, a awesome boss falls short ! She touched the lives of many of us. We learned to love her kids, grandkids, brothers and sisters thru her eyes. We learned to agree to disagree with her. We learned to be the best we can be professionally and in life.     I like everyone else can not believe this an Angel here on earth Ralph you were you had your wings as you entered those Golden Gates. God had his reasons but it’s hard on those you left behind. You also left so many memories for us to cherish and trust me we shall. You left an impact on the lives of so many people recalling the old days they were filled with joy and laughter that was you. We did get into trouble but we laughed it off. We had plans for a play date it’s not cancelled let’s say it’s on hold till we meet up again and Ralph we will. Hope your mom welcomed you home I know you loved and missed her she also was a great lady her door was opened to all she welcomed me and treated me like one of her own. I am sad and heartbroken but your at peace it wasn’t your time you still had so much more to do in life plans with your family. You’ll be watching over them and knowing you when they need you they will get a sign from you, you’ll never be far away. Thanks so very much for being my friend, and there when I needed your advice. Ralph I promise never to forget you the girl with so much love… joy… and laughter who shared it freely. God has you in his keeping yet I have you in my heart.   10. I met Ms. Evans at The BLVD district where she was an ADA. She was loved by me and the rest of our team. I had the pleasure of keeping in contact with her via Facebook. She always had a kind word, advocate for our team, a chair to sit and vent in her office, and just an overall kind genuine person. Her sudden death is such a tragedy but I know that she’s in Gods loving arms. I offer my prayers for her family, who she always spoke so kindly of, and her friends who will miss her dearly.

    I will treasure our times closing up BLVD Dist. It was some of my best memories and times I had at the Commonwealth working with you. You were the one person who took my stress away and I felt relaxed being around you.     Rafeala was an amazing neighbor to my mother and brother. She looked out for both of them even though my brother was a tough one. As a result we became friends. She helped me through my brother’s untimely death. She was there when I needed her most, she took us in that night without hesitation. I admired her strength and independence, what an amazing woman.     How sad for this beautiful family to lose this wonderful woman who loved them so much. We got to know Rafaela’s family through Facebook even though most of us never met any of them. I will miss her comments and photos. I know “life isn’t fair” but this is definitely not fair…not with so very much to look forward to in her life. Praying for all during this difficult time.
